Interactive tool to support communication on hazardous substances in articles
Aim and scope of the SVHC-Communicator
The SVHC Communicator aims to support article producers, importers and retailers in understanding and fulfilling their tasks related to communication on substances in articles. It is primarily an awareness raising tool and therefore contains comprehensive explanation and help for the user. Nevertheless, the results can be directly used to fulfil the communication requirements under REACH in practice.
Structure of the SVHC-Communicator
The SVHC-Communicator consists of a series of questions which guide the user through the process of
- identifying the content of a specific SVHC in a specific article
- assessing whether or not exposures (and risks) are likely from the processing of the article, its use (service life) and the waste stage
- identifying whether or not and which information should be communicated regarding article processing, service life and the waste stage.
By answering the questions and entering information on
- the article,
- the SVHC,
- the conditions of use as well as
- risk management measures for processing and using the article,
the user compiles step by step all necessary information for a comprehensive SVHC-communication for his article. The following figure shows the question areas of the tool as overview.
If the user does not know if there is an SVHC contained in the article, he can also use the SVHC-communicator to identify which information he should request from his suppliers in addition to the mere content of the SVHC in the imported / used articles. At the end the information is compiled in so called „communication modules“, each of which targets a specific risk area for a specific recipient of the article. The information can be exported for further use in xml format.
Functions the SVHC-Communicator does not provide
The SVHC – Communicator:
- is not a software programme that automatically generates information according to Art. 33 REACH
- does not carry out any risk assessments for substances in articles
- is not linked to any substance information or databases
cannot be connected to internal material management systems.
How to use the SVHC-Communicator
The SVHC-Communicator is an internet-based support tool and can be used without any specific technical prerequisites. It guides you through an information collection and assessment process to identify which information on the safe use of a (SVHC in an) article should be communicated to the customers or requested from suppliers. The result is a set of information grouped in so called “modules” each of which targeting a specific information need related to the prevention of risks for human health or the environment.
Each session focuses on ONE SPECIFIC ARTICLE and ONE SPECIFIC SVHC. It may however be possible to extrapolate the results to other articles and SVHCs.
Registration / Login
You need to register to use the tool. The registration does not require any input of personal data but you can just give yourself a user name and a password. You will not receive an e-mail confirmation but can just proceed. When you return to the tool, you can just log in with that user name and password. <p/>
When you tick the box “Remember me”, the SVHC-Communicator will place a cookie on your computer and you don’t have to enter the log in information again.
On the “Welcome” window of boolero, select the button “SVHC” to start the SVHC – communicator.
On this page you can manage your files.
On the page bottom, you can start a new session by entering its name and clicking on “new”.
The session will be saved either when you finish it, or when you actively save it or when you close the program. The session will appear in the list of sessions the next time you return to the data management window.
If you want to see or change information in the session, select it by clicking on the “select” button and using one of the following options proposed on the right side.
- continue where saved: starts where you left the session last time
- Start full workflow: begins with the first step and leads you through the whole process
- Overview of input: shows you the list of all information you entered for this session and allows changing values or information
Under the heading “Go to specific chapter” you can select the assessment area you would like to work on or revise by selecting it from the drop-down list and clicking on the arrow.
If you want to make an information request on SVHC in articles, simply click the second button.
Orientation when using the tool
There are different types of questions / information which are presented in a similar manner:
Introductory information and information on which question area you are starting to work on is provided in light green windows.
Data input windows
The input of data and information is organized in overview windows where the data is entered on the left side. Each field has a name (indicator number DFxx (data field) and name in bold) and short question that helps to decide which information to enter. On the right side of the screen help, e.g. where to find the information is provided (in red fonts). In many cases, picklists are provided for data input.
YES/NO-questions and next guidance on next step
The screen is separated into a YES/NO question or the (announcement) of an action you should take on the life (grey background) and respective help on the right (pink background).
The arrow-buttons allow you to move forward and move backward (you can only go back one step). When you click on the coffee pot, the session will be saved and you return to the data management window.
